PayPal suffered a data breach in December 2022 in which hackers used a technique called credential stuffing — using usernames and passwords stolen from other breaches — to gain unauthorized access to approximately 35,000 PayPal accounts. The exposed information included full names, dates of birth, postal addresses, Social Security numbers, and individual tax identification numbers.
PayPal was criticized for not having adequate protections against credential stuffing attacks, which are a well-known threat that can be mitigated through rate limiting and multi-factor authentication requirements. The company notified affected users and offered two years of free identity monitoring through Equifax.
