What Happened?

Plaintiffs allege Rapid Investments, LLC (d/b/a Rapid Financial Solutions / Release Pay) and Axiom Bank, N.A. returned confiscated inmate funds on prepaid debit cards that carried service and inactivity fees, instead of cash or check, in violation of the EFTA and Washington law. Defendants deny the allegations.

The case is Hall v. Rapid Investments, LLC and Axiom Bank, N.A., Case No. 3:25-cv-05039-BHS (W.D. Wash.). The settlement fund is $4,200,000 and is non-reversionary.

If remaining funds are insufficient to pay all valid claims in full, claims are paid pro rata. Leftover funds after claims go equally to the Human Rights Defense Center and Public Justice.
